This guide will help you to properly complete the necessary steps if you need a letter of consent for the issuance of an Iranian passport for your spouse or children in Canada.
When do you need a letter of consent?
If the passport applicant is a married woman or a child under 18 years old and does not have a confirmed permission form from the spouse or father, they must take steps to obtain a letter of consent before any action.
When do you not need a letter of consent?
- Husbands and wives who have simultaneously applied for a passport with a change of residence to Canada.
- Fathers and children who have applied for passports simultaneously.
Two methods to obtain a letter of consent
1. If the husband is abroad (for example, in Canada)
1. Registration in the Mikhak system: The husband must register in the Mikhak system and enter the power of attorney section.
2. Completing information:

- Type of power of attorney: “Consent to the departure of spouse and children”
- Agency name: “Ministry of Foreign Affairs – Canada Headquarters”
- Client information: Address and telephone number in Canada
- Text of the power of attorney: details of the spouse and children + the phrase “I also agree with the change of residence of my spouse and children” (if desired)
3. Payment of fees and receipt of a tracking code: The person paying the fee must apply for receipt of the letter of consent.

- In response to the question “Do you want the exit consent to be delivered to the document verification department?” select “Yes”.
- Enter the details of the person receiving the letter of consent.
- The tracking code will be emailed to you (check the spam folder as well.)
4. Video call with digital consulate: After receiving the tracking code, during business days (Saturday to Wednesday) from 8 am to 3 pm Iran time, make a video call with WhatsApp “Digital Consulate 1” to 09108106635.

- Documents required for identity verification: one of the main Iranian documents (ID card, national card or valid passport) and proof of Canadian residence.
- You may need to wait in line, please be patient.
5. Receiving and sending the letter of consent: After identity verification and approval of the power of attorney, the letter of consent will be emailed.

- After signing, send the letter of consent with a good quality 20 Euro payment slip to dcs.docs@mfa.gov.ir (Email subject: Husband’s first and last name.)
- Send the Husband’s documentation to the whatsapp number. images of all the pages of his Iranian ID, and Canadian residency card, like his PR card, canadian passport, or visa.
Important notes regarding method one
- Payment of fees: Purchase a 20 Euro banknote from the market and deposit it into account 2078070033 in the name of “Embassy of I.R.Iran in Ottawa” at the National Bank foreign exchange branch.
- Receiving the power of attorney: Deliver the payment slip to the service desk of the Ministry of Foreign Affairs located in building number 3, booth 9 or to the provincial offices of the Ministry of Foreign Affairs and receive the power of attorney.
- Get a payment receipt from the bank teller.
2. If the husband is in Iran
- Referral to a notary office: The husband must refer to one of the official notary offices and prepare a notarized letter of consent with the following content:
- Consent to the issuance of a passport
- Permission to leave the country repeatedly
- Agreement to the change of residency to Canada, if that is also wanted.
- Delivery of a copy of the letter of consent: Deliver a copy of the official letter of consent to the digital consular section of the Ministry of Foreign Affairs in Tehran or to the provincial offices of the Ministry of Foreign Affairs.
- Upload an image of the letter of consent: Upload an image of the letter of consent along with other passport issuance application documents in the Mikhak system.
