Iranian Absentee conscripts, wherever they are in the world, are in limbo without completing military service or education, and their absence status and duration must be determined. Absentee conscripts outside the country have the right to return and leave again, provided they have at least 3 years of continuous absence abroad and the Iranian embassy confirms it. In this case, they can stay in Iran for a maximum of 90 days with the absentee conscript stamp and travel permit from the embassy, and leave again. For example, someone who has 2 years of military service absence has no problem entering, but will no longer be allowed to leave.

Travel is possible provided there is a minimum of 3 years of continuous absence abroad, which is confirmed by the Iranian embassy.

The number of entries and exits per year is a maximum of 2 times, and the length of stay is a maximum of 90 days.

Entering more than 2 times or staying more than 90 days in Iran will result in a travel ban, and the conscript must enter military service.

How to obtain an entry permit to Iran

Absentee conscripts should go to one of the consular offices abroad with their passport to determine the exact date of entry. If the length of stay is more than 3 years, the embassy will issue a travel permit with the absentee conscript stamp. After entering, they can stay in Iran for 90 days, or in special circumstances, divide the 90-day stay between 2 trips.

Permitted travel time to Iran

Absentee conscripts who have been present in a country for more than 3 continuous years and have the confirmation of the Iranian embassy can stay in Iran for a maximum of 90 days a year, which is considered during 1 or a maximum of 2 trips. Those who stay longer than this time or have more entries will be banned from traveling.

Who are Non-Absentee Conscripts?

Non-absentee conscripts are those who have left the country with an educational exemption. Obtaining an overseas educational exemption is possible for all levels of education, even bachelor’s and medical fields, while previously, overseas educational exemptions were only issued for master’s and doctoral degrees.

If you leave the country before the age of 18 (before becoming eligible), you can obtain a diploma or higher education exemption (if you continue your education) and re-leave the country without any problems after entering Iran.

After obtaining a student visa and leaving the country, the educational documents and conditions must be registered in the Mikhak system to prove to the Conscription Organization that you are studying.

For the entry and exit of overseas students, a collateral of 40 million Tomans is placed, which does not need to be renewed for each entry and exit. If they do not return to the country at the end of the specified time, the collateral will be confiscated.

How to obtain an entry permit to Iran

Non-absentee conscripts must enter the Mikhak system and receive a tracking code. This means providing proof of enrollment to the Iranian embassy. In this case, with the approval of the embassy or consulate or the Iranian Interests Section abroad, you can get a travel permit without time limit of being in Iran or number of travels and enter and exit with peace of mind.

Permitted travel time to Iran

Non-absentee conscripts have no limit on the number of entries and exits, and can stay in Iran for several months while being a student, and even study remotely.

Important Note

If a person is studying even at a university approved by the Ministry of Health or Science and has a student visa for that country, but has not informed the Conscription Organization and has left Iran for a recreational trip, they are definitely absent and must travel according to the regulations for absentee conscripts.
